I like to add that it is always good to start with a solid base like Drupal 8. It’s not perfect but it is the best starting point for accessibility I know of.
Also, if you do use an open source framework or library that has accessibility issues with it, make sure to push the fixes upstream. If you aren’t at least raising accessibility errors in the issue queue of the source libraries you use, you’re probably part of the problem.
